Since MODPlug Tracker is now open source, I don't know if there is a way to make the site "official", but if you wanted to feature the build of MPT being created by Rewbs et al, you should ask them...

A part of my website is dedicated to tracking and OMPT. Some parts are bilingual, also in Dutch, and, although it is open source, I've asked for permission to mirror the most recent OMPT-version on my local server for a download, and it was granted. I already did this with MPT, with the personal permission of Olivier L. then.
So I would say, whatever 'official' may mean, just make this site to increase the family...
