General tab seems to have removed the most important features?

I figure this can't be just because of the newest version, because I have an older version and the problem still exists there, whereas it didn't before today. I'm using Windows 7.How do I get the rest of the General tab features back?

You somehow have dragged the horizontal splitter that divides the tab into two halfs with different functionality all the way up. Grab the bevelled line above the 1-4, 5-8... tabs and drag it downwards to reveal the missing stuff again.
