my right-click will NOT work on my computer if ModPlug is open! or if ModPlug Windows was active in the past 5 minutes! once Modplug has been an inactive Window for at least 5 minutes (or has been closed for at least 5 minutes) then my right-click works! updating both sound & touchpad drivers DOES NOT fix this ModPlug issue!

All I can say is: Complete nonsense. You cannot disable right-click in other applications. How can you be so sure that it's OpenMPT's fault?

it only happens when ModPlug is open or active...

As I'm an IT professional (doing it for a living), I can back up Saga Musix's claim that it is very unlikely that this is due to something caused by OpenMPT.

In your case, I would start to suspect virusses or malware and do a complete system scan. Another option I can think of is windows accessibility options, or just a faulty touchpad. In any case, I'm fairly sure its not OpenMPT's fault.
