Has the bug occured in previous versions? If yes, please specify version(s): (This option is optional, and doesn't need research. But in case you know...)

Yes, the bug has occurred in previous versions.

Description of the bug:
Background:
There is a tool called VGMTrans that will convert Nintendo DS music files to MIDI format.  Because the instruments are not the typical set of general midi instruments, the program can also generate a DLS file needed to correctly play the midi file.

When I load a DLS file that was created with VGMTrans, it fails to load any of the instruments.  Other DLS tools are able to load it, and the samples are clearly inside the DLS file.
In the older version of Modplug Tracker, it listed the instruments in the file, but failed to load the samples.  In the current version, it refuses to even list the instruments.

This could possibly be due to a malformed DLS file.  I have no idea.

How often does it happen?:
Always

How to reproduce (step by step description):
Use VGMTrans to create a DLS file.
Load the DLS file.

Well, it is a known fact that modplug is a bit behind time when it comes to DLS and SF2 standards. If that is possible, you could try converting the file to an older version of the DLS format.
