VS 2003 - Didn't that require .NET?

I just wondered... As far as i know, all the VS 200x versions are based on and require the .NET framework. I didn't install it (and it certainly won't), but... Why does Modplug (and other stuff like Demos) run on my machine then? Is there the need to install .NET if you want to install VS 2003?

The IDE requires .net. The applications don't necessarily require it.
