Description of the bug:
The keyboard manager appears to be buggy.
It appears that, when loading a keymap but not setting it as the startup keymap, it will still be kept. Or something like that. I don't know. It just appears to overwrite your original keymap.

I once had the same thing, and reported that to Rewbs. He pointed out that this was expected behavor. He did made a change to make it more obvious though...
