Description of the bug:
GUI problem when your in pressing the down arrow in nite properties. not allowing to scroll down, the bar is going up and repeating itself.
How often does it happen?:
All the time
How to reproduce (step by step description):
Start modplug
Start a new song/ open a old module
Go to the patterns
Double-click anywhere in the pattern so the note properties shows
Go to the effects
Press with mouse on the different effects
Now you can see almost all of the effects, try scrolling downwards
It will then go to a certain effect and then go to the top again.

I was able to reproduce this. Strange error indeed.
Seeing that you actually dont have to open the list in the effect to get the error. Just by scrolling with your keyboard.
And this bug only affects the effectbar.
