Welcome, and please don't use meaningless ALL-CAPS THREAD TITLES next time.

I'm not exactly sure what the techstep subgenre would exactly sound like, but ModArchive (http://modarchive.org/) (which is currently down due to disk failure) has tons of D&B modules. Just wait a few days for the page to be online again, and you will be able to browse the entire D&B genre there.

I'm not entirely sure what classifies as techstep either, but what you describe makes me think of an old MODPlug user named Spoz, also known as subwoofer records (https://spoz.bandcamp.com). And google gives me a link (currently down) that goes to a Spoz song - http://modarchive.org/module.php?150848

Also Benefit of the Boomerag (BotB) used to be active here, at some point changed to Yomi Records and nowadays goes by "I am Vivace" had a sound that could be referred to this as well.
