Is it considered an bug to press one of the two options multiple times when editing a sample?
You simply have to select the two options, "samples" or "ms", once some of those two have been selected, by pressing the same one that is already selected, and there the "bug" will be reproduced.
You described what you did but you didn't describe what the bug is that you observe.
