There is a lot of bad taste when you look for freebies.
But there is a chance that you find something more or less good if you google RENDEROSITY

Ooh, heard of that, you can program glitch beats on it much easier as well, from what I've heard (although that one VST still takes the win for easiest to make glitch beat..)

Also:
GraphicsGale - a very cool Japanese (read:) pixel art program. Does not have lots of filtering and macroscopic image editing abilities, but is absolutely great for pixel artists, especially ones for the handheld market (provided you can't afford ProMotion). Yes, it's also in English.
